at what speed is an air bag designed to work?
go into and accident was hit from the rear and crashed into 2 cars infront. air bags did not deploy i was going @60 mps.

An airbag can deploy no matter the vehicle speed, the vehicle does not have to be moving at all. Reason being, let say you are making a left turn and waiting for oncoming traffic to pass, the oncoming traffic is going 50 mph, the driver of a pickup truck (oncoming) smashes into your stopped car head on, your airbags will deploy.
The system that deploys your airbag does not monitor the vehicles speed at all, it uses sensors that are similar to accelerometers (there is no such thing as a decelerometer) to determine if the impact the car is experiencing is past the threshold to deploy the airbags. Based on the placement of the sensors, as well as how old the car is (newer cars different regulations so different sensor placement etc.), the airbags may or may not deploy depending on where your vehicle is hit and the severity of the impact.
